Revising procedures for adoption of codes and statutes by reference by code cities.

Summary

The additional requirements of authentication and recordation of the code or statute which the ordinance incorporates by reference, by the clerk along with the adopting ordinance are removed from the code cities' adoption-by-reference statute.
