SB 5131: Skagit instream flow rule

Concerning the Skagit instream flow rule.

Summary

  • The Skagit River Basin Instream Resources Protection Program Rule (WAC 173-503) is contrary to the Legislature's intent to create a water resource plan securing sufficient water to meet the needs of the people, natural environment, and industry. The rule does not take into account the growing needs of the Skagit river basin's residential and commercial population.
