HB 1543: Clean buildings standard

Increasing compliance pathways for the clean buildings performance standard.

Summary

  • Exempts additional buildings from compliance with the State Energy Performance Standard (the Standard).
  • Allows the Department of Commerce to develop and authorize alternative metric targets for Tier 1 building compliance and to approve requests for extensions to comply with the Standard.
  • Requires certain gas and electric utilities to provide monthly energy consumption data for all buildings under the Standard, rather than just for large commercial buildings, to building owners or to the United States Environmental Protection Agency.
  • Prohibits penalties incurred from non-compliance from being passed along to tenants if tenants meet certain conditions.
