HB 2245: Consumer-owned utilities
Updating provisions for consumer-owned utilities, including port districts, and affected market customers under the clean energy transformation act.
Summary
- Expands the types of entities subject to the Clean Energy Transformation Act (CETA) to include port districts that distribute electricity, consumer-owned utilities with a single customer, and nonresidential electricity consumers that purchase electricity from an entity that is not a utility subject to CETA or that generate any of their own electricity, with certain exceptions.
- Directs the Utilities and Transformation Commission to oversee CETA compliance for such nonresidential electricity consumers, known as affected market customers.
