Summary

  • Shifts the method for setting the premium rate for the Paid Family and Medical Leave Program from a statutory lookback formula to an actuarial approach, provided that it is at the lowest possible rate necessary to maintain solvency, reduce fluctuations, and build a four-month reserve.
