Requires operators of addictive Internet-based services or applications to estimate the age of minor users with a reasonable level of certainty, and restricts the use of certain personal information.
Prohibits such operators from providing addictive feeds, or sending push notifications during specified timeframes without parental consent, to known minors before 2026, and to reasonably determined minors beginning in 2026.
Requires such operators to provide certain options to all users.
Defines terms, provides applicability of the Consumer Protection Act, and provides construction and for severability.
