SB 6129: Cigarettes, nicotine/tax

Concerning the taxation of cigarettes and other nicotine products. (REVISED FOR ENGROSSED: Concerning the taxation of cigarettes, vapor products, and other products containing tobacco or nicotine.)

Summary

  • Replaces the varying rates of tax on tobacco and vapor products with a single rate of 95 percent for all products that contain nicotine, except for cigarettes.
  • Adds a new tax on cigarettes of 9.875 cents per cigarette beginning January 1, 2028.
  • Dedicates the first $10 million collected per fiscal year from the new cigarette tax to the Youth Tobacco and Vapor Products Prevention Account.
  • Repeals the milliliter vapor products tax.
  • Dedicates the first $10 million collected each fiscal year from the tax on vapor products to the Andy Hill Cancer Research Endowment Fund Match Transfer Account.
  • Dedicates any remaining collections, up to a total of $20 million, to the Foundational Public Health Services Account.
