SB 6192: Reading and math instruction
Concerning instruction and intervention in reading and mathematics.
Summary
- Authorizes each Educational Service District to select six high-performing teachers each year to receive an ongoing annual bonus of between $10,000 and $20,000, subject to appropriations.
- Directs school districts, charter schools, and state-tribal education compact schools to implement a structured literacy program with specified attributes to promote early literacy and reading and writing literacy.
- Directs school districts, charter schools, and state-tribal education compact schools to implement a structured numeracy program with specified attributes to promote mathematics.
- Requires elementary schools to take certain steps, including meeting with parents and guardians and implementing an intensive improvement strategy, for elementary students who score or are reasonably expected to score below grade level on third-grade statewide mathematics assessments.
- Changes the Office of the Superintendent of Public Instruction's review schedule for districts using alternative intensive reading and literacy improvement practices from every one year to every two years.
- Directs the Professional Educator Standards Board to adopt revised standards for teacher endorsements with reading and writing literacy competencies, including the essential components of phonemic awareness, phonics, fluency, vocabulary, and comprehension.
