Concerning emissions from emissions-intensive, trade-exposed facilities under the climate commitment act.

Summary

  • Requires the owners or operators of emissions-intensive trade-exposed (EITE) facilities covered under the Climate Commitment Act to develop and submit an assessment of potential greenhouse gas emission reduction projects to the Department of Ecology (Ecology) every four years.
  • Requires Ecology to submit a report to the Legislature by December 1, 2026, addressing EITE no-cost allowance allocation.
  • Requires Ecology to contract for an independent third party to complete a report by December 1, 2028, addressing the risk of emissions and job leakage from EITE facilities.
