Summary
Reduces school bus depreciation payments by increasing the lifespan used to calculate school bus depreciation payments and temporarily changing the calculation for zero-emission buses.
Reduces the combined maximum enrollment for students participating in Running Start from 1.4 to 1.2 full-time equivalents (FTE) ongoing if the tax on millionaires is not enacted or temporarily to 1.3 FTE if the tax is enacted.
Limits funding for the Transition to Kindergarten (TTK) Program to the amount specified in the omnibus appropriations act.
Requires the Office of the Superintendent of Public Instruction to prioritize TTK allocations to programs already serving students that are low-income, enrolled in special education or multilingual programs, or eligible for but not scheduled for enrollment in other means-tested early learning programs and in extreme childcare access deserts.
Authorizes charging sliding scale fees for TTK enrollment for students not eligible for special education or other means-tested early learning programs.
Eliminates the inflationary increase for National Board bonuses beginning with the bonus awarded for the 2026-27 school year.
