HB 1923: Passenger-only ferries
Increasing the availability of passenger-only ferries by establishing the mosquito fleet act.
Summary
Expands entities eligible to form passenger-only ferry districts, and broadens locations they can be formed. Creates new requirements for passenger only ferry district governance and changes the tax authority for passenger-only ferry districts created after the bill's effective date. Creates new requirements for the construction of passenger-only ferries. Directs passenger only ferry districts to adopt procedures to avoid Southern Resident killer whales. Directs passenger-only ferry districts to add a surcharge to fares for increased enforcement activity near passenger-only ferry routes.
